SUBJECT: DRUGS SEIZED DURING SEARCH WARRANT EXECUTION AND ARREST OF PORTSMOUTH MAN

Scioto County Sheriff Marty V. Donini and Portsmouth Police Chief Robert Ware announce that a Portsmouth man has been arrested on an outstanding warrant and a drug charge after suspected drugs were found on his person and in his apartment. On April 9, 2018, officers with the Southern Ohio Drug Task Force, with assistance from detectives with the Scioto County Sheriff’s Office and an officer with the Portsmouth Police Department , conducted an operation that resulted in the arrest of 35 year old Lloyd Russell Coyner of 1622 Dewey Street C Portsmouth, Ohio. Coyner had an outstanding warrant that had been issued for his arrest by the Portsmouth Municipal Court for failing to appear after being convicted of a drug abuse offense. Officers arrested Coyner during the stop of a vehicle he occupied in the 1600 block of Garfield Ave. Portsmouth, Ohio at approximately 3:18p.m. Approximately (7) grams of suspected crystal methamphetamine were found on Coyner’s person. Task force officers subsequently executed a narcotics – related search warrant at Coyner’s Dewey St. apartment and seized another approximate (30) grams of suspected crystal methamphetamine along with additional suspected controlled substances, drug paraphernalia, and evidence of drug trafficking. Coyner was charged with Possession of Methamphetamine, a felony of the 2nd degree, and placed in the Scioto County Jail. Coyner is being held without bond and was to be arraigned in Portsmouth Municipal Court on Tuesday, April 10, 2018 at 9:00a.m. The case against Coyner will be forwarded to the Scioto County Prosecutor’s Office to be presented to a Scioto County Grand Jury for the consideration of additional felony drug charges.
